Brownfields vs Greenfields: Understanding the Hidden Risks of Existing Infrastructure

Every workplace presents hazards, but not all hazards are immediately visible.

On many industrial, mining and construction sites, some of the greatest risks are hidden beneath the surface, behind walls, inside structures or within operating infrastructure.

Electrical services, communications, gas lines, water mains, process piping and structural assets can all pose serious risks if they are not correctly identified and managed.

Understanding whether you're working in a greenfields or brownfields environment is one of the most important steps in planning work safely.

What is a Greenfields Project?

A greenfields project involves developing land where little or no existing infrastructure is present.

Typical examples include:

  • New mine developments

  • Residential subdivisions

  • New industrial estates

  • New road construction

  • Large-scale renewable energy projects on undeveloped land

While these projects still involve significant risks, there are generally fewer unknown assets that workers need to manage.

What is a Brownfields Project?

Brownfields work takes place where infrastructure already exists or where previous operations have left behind assets that may still be active—or simply forgotten.

Brownfields environments include:

  • Operating mine sites

  • Processing plants

  • Existing workshops

  • Ports and terminals

  • Water and wastewater facilities

  • Local government infrastructure

  • Manufacturing plants

  • Utility corridors

  • Industrial upgrades and maintenance projects

These environments are often far more complex because work must be completed around existing services, equipment, structures and live operations.

Why Brownfields Projects Are More Challenging

One of the biggest misconceptions is that drawings and historical records tell the complete story.

In reality, sites evolve over many years.

Services are relocated.

Equipment is upgraded.

Temporary installations become permanent.

Older infrastructure may remain in place long after it has fallen off the drawings.

Even accurate documentation should always be treated as a guide—not a guarantee.

Successful brownfields work relies on verifying conditions in the field rather than making assumptions.

Brownfields Risks Extend Well Beyond Excavation

Excavation is one of the most recognised brownfields activities because of the potential to strike underground services. However, the same principles apply across many other tasks.

Maintenance teams may isolate equipment that still contains stored energy.

Contractors may modify structures without understanding hidden services.

Personnel may access areas where operational plant remains energised.

Shutdown crews often work alongside multiple contractors in rapidly changing conditions, increasing the risk of conflicting activities and unexpected interactions.

In every case, the challenge is the same: existing infrastructure creates risks that may not be immediately obvious.

Managing Brownfields Work Safely

Effective brownfields risk management starts long before work begins.

Good planning should include:

  • Reviewing available drawings, permits and historical information.

  • Inspecting the work area before starting.

  • Confirming the actual field conditions match the available information.

  • Clearly identifying hazards and existing infrastructure.

  • Implementing appropriate isolation and permit requirements.

  • Establishing effective communication between work groups.

  • Reassessing risks whenever conditions change.

  • Empowering every worker to stop work if something doesn't look right.

These controls help ensure that unexpected conditions are identified before they become incidents.

A Practical Example

Consider an excavation project on an operational site.

Drawings may indicate a single underground electrical service. However, during the work, the crew discovers additional cables that were not shown on the plans.

Rather than continuing based on assumptions, the safest response is to stop work, secure the area, notify supervision and verify what has been found before proceeding.

The same decision-making process applies whether the unexpected hazard is an electrical cable, a pressurised pipeline, an undocumented structural member or an unidentified process connection.

Safety Starts with the Right Mindset

Brownfields work isn't simply about following procedures—it's about recognising that conditions in the field may differ from what was expected.

The most effective organisations foster a culture where workers are encouraged to question, verify and communicate. When people understand that "unexpected" doesn't mean "unlikely", they are far more prepared to respond safely.

Brownfields projects demand more than technical competence—they require curiosity, disciplined planning and a willingness to stop and reassess when something doesn't look right. Creating that culture is one of the most effective ways to reduce risk and protect people.
